Yes, she has passed. But she was alive and she did meet Senpai. They weren't living together until the Holy Grail War happened. ... I guess that makes them siblings, right?

But it was thanks to Illya that Senpai lived. I will always be grateful to her.

Yes, that is correct. People from the 5th war seem to have different accounts of what happens but Senpai fights in all versions that I have heard.
